September 30, 2025The U.S. Army Corps of Engineers (USACE) Kansas City District awarded the ZAPATA Black & Veatch Joint Venture (JV) an indefinite delivery contract [W912DQ25DA005] for architect and engineer (A-E) design services. This is a five-year, $25 million, multiple award task order contract (MATOC) for work within USACE’s Northwestern Division Area of Responsibility. ZAPATA is the managing partner for this JV.
The ZAPATA Black & Veatch JV recently signed the finalized contract with USACE Kansas City District, and the JV stands ready to provide A-E designs and specifications, assessments, and construction phase services for a variety of new construction and renovation projects. Potential project types under this multi-discipline A-E contract include barracks and child development centers; training, industrial, and administrative facilities; historic structures; aircraft support systems, runways, and pavements; force protection upgrades; and repair/replacement of architectural elements and mechanical, electrical, and plumbing systems.

About ZAPATA Black & Veatch Joint Venture
With a work history dating back to 2005, the JV partners, ZAPATA Group, Inc. (ZAPATA) and Black & Veatch Special Projects Corp. (BV), combined to form a highly qualified architecture-engineering JV entity. In 2021, they jointly established a Small Business Administration-approved mentor-protégé relationship and formed a Small Business Joint Venture.
ZAPATA and BV have a strong record of performing work together for U.S. Department of Defense clients. They have executed 28 task orders over the past 20 years, including recent and notable USACE MILCON projects such as the new ≈$130M headquarters building at Fort Bragg, North Carolina.
Additionally, the JV team members have provided highly specialized expertise on multiple projects at Lake City Army Ammunition Plant, Iowa Army Ammunition Plant, Radford Army Ammunition Plant, and Holston Army Ammunition Plant (total construction value of ≈$900M, which includes three USACE design-build RFPs valued over $250M in construction).
